Replacing temporary crown with new temporary crown (to fix bite) with no anesthetic

Hi all!

I have a question about getting a temporary crown replaced with a new temporary in order to fix a bite.

My girlfriend had a bunch of crowns put in from a previous dentist and ended up switching dentists. The current temporary crowns weren't put in well and her bite is completely off, so her new dentist wants to fix it by replacing the temporary crowns.

He did one so far, which was on a dead tooth, so no anesthetic was needed. However, he is going to do the rest of them that are still living teeth, but without anesthetic. He wants her to be able to feel her teeth to test her bite and make sure it is lining up well.

However she has always had really sensitive teeth. The idea of no anesthetic is really freaking her out and she begged him to use it but he's refusing, saying it will make the gums swollen as well which will make it more difficult to make sure the bite is right.

To me it sounds strange that he wouldn't use anesthetic. And from what I can find online, it seems most would use it normally? Any advice, as to if this is normal and if she does go through with it, what are the chances of there being pain involved and if so how much?

This is in Japan btw if that makes a difference.
