Gums receeding rapidly..dentists closed.. what is considered a dental emergency?

So ive had gum recession problems because I brushed hard when I was a kid and literally didnt floss or go to the dentist for the first time until I was 26. Ive since fixed my habbits and switched to an electric brush but some things seem too far gone despite my improvements.

Im thinking I might need to get gum graft surgery before i possibly lose my teeth but I also have been wanting a cleaning for months to help prevent further damage to gums.

Apparently dentists are closed and are not allowing such treatments right now.. what can I do?

Worried I will possibly recede more and maybe lose my teeth before dentists open up.. is a gum problem considered an emergency?

I live in Ontario canada if that matters and no word on the news of if dentists are opening soon.
