What kind of procedure would reduce the upper mouth area like the "after" picture?

Hey guys, I've an upper lip/mouth area very similar to the guy on this picture (before) and I'm looking for some kind of treatment that would give me results like in the "after"-picture. Would I be looking at something like le fort 1? I'm currently 23 so I'm not sure if braces would actually push my jaw backwards, but I dunno, any insight would help!
